The new Québec Experience Program (PEQ) will come into effect on July 22, 2020.

Who will be able to apply under the old PEQ?

People who are eligible to benefit from the transitional measures may file their request under the conditions of the old PEQ.

Temporary foreign worker

Transitional measures are applicable for temporary foreign workers holding a work permit and staying in Quebec before the entry into force of the reform, including workers in level C and D jobs of the National Occupational Classification (NOC).

Quebec graduate

Transitional measures are applicable for foreign students who have obtained a diploma eligible for the PEQ, or who will obtain it by December 31, 2020.

Who will be subject to the conditions of the new PEQ?

Persons who are not eligible for the transitional measures have to submit their request under the conditions of the new PEQ.

Temporary foreign worker

  • Eligible for the new PEQ: Qualified temporary foreign workers who have held full-time employment in Quebec for at least 24 of the last 36 months preceding the submission of the request, at level 0, A or B according to the NOC, and who hold such a job job at time of request.
  • Low or unskilled temporary foreign workers (NOC levels C and D) are no longer eligible for the PEQ.

Quebec graduate

  • Eligible for the new PEQ: Persons holding an eligible university degree (bachelor’s, master’s and doctorate), having acquired at least 12 months of full-time work experience in Quebec after the end of the study program, in a NOC level job 0, A, B (using the post-graduate work permit PGWP, for example), and who hold such a job at the time of application.
  • Eligible for the new PEQ: Persons holding a technical college diploma (DEC), having acquired at least 12 months of full-time work experience in Quebec after the end of the study program, in a NOC level job 0, A, B (using the post-graduate work permit PGWP, for example), and who hold such a job at the time of application.
  • Eligible for the new PEQ: Holders of a vocational studies diploma (DEP) alone or with a professional specialization certificate (ASP) with a minimum of 1,800 hours of continuous training and leading to the exercise of a given trade, having acquired at least 18 months of full-time work experience in Quebec after the end of the study program (using the post-diploma work permit PGWP, for example), in a NOC level 0, A, B job or C* , and who hold such a job at the time of the request. * Level C experience is only admissible if it was acquired in a profession related to the diploma obtained.

Work experience acquired during mandatory internship(s) carried out as part of the study program can be considered in the calculation of work experience, up to a maximum of 3 months (for a part-time internship, this duration corresponds to the full-time equivalent).

French

The spouse or common-law partner of the main applicant, included in the CSQ requested within the PEQ, must demonstrate oral knowledge of French at level 4 on the Quebec scale of French language skills for adult immigrants (European equivalent A2). Level 7 (B2) is still required for the main applicant.

Processing time for the Quebec Selection Certificate (CSQ) application

The average processing time for the Quebec Selection Certificate (CSQ) application, of 20 days, is now extended to 6 months.
